The 3rd film was merely a pilot for a series designed to market childrens toys. Which was why the bleak dystopia depicted in the first 2 films was toned down somewhat.

You can see it on the guy's face at 0:26. He knows its a horrible setback, but he couldn't help but see it coming, and sympathizing with it.
