Anakin left him behind when he went to train as a Jedi and his mother Shmi Skywalker inherited him. When she married Cliegg Lars he lived at the homestead along with Owen and Beru Lars. So, yes, it is a bit odd he wasn't too put off by having had a C-3PO unit in the past and knowing that one had been built by Darth Vadar. Enough to put anyone off buying another one.
